She has extensive experience as a regulator, policy and legal expert in various institutions, including the Philippine Competition Commission, National Economic and Development Authority and Energy Regulatory Commission.
Her pioneering works include the Implementing Rules and Regulations of the Philippine Competition Act, the Merger Notification Form, the Merger Review Guidelines, the Rules on Merger Procedure, the Merger Remedies Guidelines, among others. She recently spearheaded priority legislative reforms including in the data transmission industry, and contributed to the passage of the new law on public private partnerships. Her contributions in the policy environment on digital technologies include studies on artificial intelligence and data governance.
